One thing that I would find enormously useful is the ability to pin the location of one object to another. For example, I'm working on a component with an auto layout. I have an "Add" button on the right, and I'd like to have a tooltip for the button so that when I "add" an item by putting the interaction to show another component, the tooltip will move with the add button, which is the last item in the auto layout.

how about grouping tooltip and button and then setting fixed position for this group? This way those two elements would remain clipped together.

Could you include the tooltip as part of your "Add" button itself (as a state)? Then the tooltip will always follow the Add button around, no matter where you put it.
