Ok, there are few ways you can go here.
1: We actually do have a Table element you can work with but since you're asking, I'll assume you've tried it already and for some reason, it didn't work for you (please let us know what didn't meet your expectations!)

2: I sometimes build tables with... boxes. And boxes only. To remove the double-border overlap, I just set custom borders (like, all middle cells don't get left and top border). That way you don't need to work with additional/separate/single lines that can be hard to manage. The + for the box move is that once you select all the elements (boxes) you get those pink controls and you can swap order. Plus everything is quite responsive and scalable : )

Don't know if you need another tool but Sketch with Chart Plugin and then import to UXPin using Desktops App is amazing. You can add all the best interaction with it and have a good base for future modification too.
